On July 1, a temporary administration of the newly formed Rēzekne municipality took place.

Today, on July 1, the work was started by the newly formed municipality of Rezekne, which combines the previous Viļānu municipality and Rezekne municipality. On the same day, the first meeting was also held by the management of the new municipality – a temporary administration appointed by law in two people: manager Monvīds Švarcs and administration member Jekaterina Ivanova. In such composition, the council will work until 1 October, when the new Members elected in the municipal elections will meet at the first meeting. It is recalled that local elections in Rezekne municipality have been moved to September 11, because a few days before the planned elections on 5 June, the Constitutional Court ruled on the non-inclusion of the municipality of Varakalans in the municipality of Rezekne.

At the first meeting, the interim administration considered 12 issues. As prescribed by law, the interim administration shall take decisions by voting. If the vote is different, the final word belongs to a member of the administration who represents a larger population.  

As the first work to be performed, the temporary administration was the issuing of binding regulations No. 1 “Rēzekne Municipality Regulation”. The Regulation prescribes the new territorial division, the organisation of the council, the procedures by which applications have been accepted, decisions drawn up, closed contracts, as well as all other issues related to the organisation of the local government work.  

Similarly, according to the electoral law of the municipality of Varaklans and the Rēzekne District Council, the “Regulation of the Interim Administration of the municipality of Rezekne” was approved, which defines the procedures for convening and organising meetings, the procedures for the submission and examination of draft decisions, as well as other questions. It is decided that the interim administration of the municipality of Rezekne will be held every Thursday at 10.00.

In order to maintain the continuity of the municipal work, the methodology developed by the Ministry of Environmental Protection and Regional Development also establishes the position of executive director in newly established municipalities. Both the current Rēzekne municipality and THE Executive Director of Viļānu were eligible. Negotiations with both Executive Directors agreed that the Executive Director of the Rēzekne Municipality, Jānis Troška, would be working as Executive Director, keeping the previous monthly salary of Eur 1903.00.

As the territory of the new municipality is expanding, and so far, the Executive Director missed an hour during the working day to deal with all duties and tasks carefully, a decision was taken to appoint a Deputy Executive Director. In this capacity, the interim administration approved the current EXECUTIVE Director of the Municipality of Viļānu, Andris Stafecki, with a monthly salary of 1540.00 euro.

By establishing the new Rēzekne municipality, it was expected that the former Viļānu municipality (1 TP5T, Viļānu civil parish, Sokolku civil parish and Dekšāres parish) would be managed BY a Viļānu association. The units of the association will be both the municipal council of THE current Viļānu municipality and the parish libraries, feldshers-midwives, Viļānu cultural house and other institutions. At the meeting of 1 July, Iveta Piziča, the leader of THE HEAD of Unit OF THE Viļānu association, was appointed by the Municipality OF the former Head OF Development, Planning and Information Unit Viļānu. His job duties will be carried out by the head of the administration until a public tender is opened.  

It was also confirmed at the first meeting. The national Heraldic Commission Recommendations indicate that the municipality may retain the coat of arms if the municipality retains its current name, so that the coat of arms of the new Rēzekne municipality is left in 2009 - green field in the golden valve Jumis, a silver ball and a gold thread.

At the conclusion of the first meeting, THE head of the interim administration, Monvīds Švarcs, wished the new municipality to be a common and friendly family: “only in terms of pleasant and uncomfortable issues, we can keep this respectful attitude to each other. It must be understood that no one is added to anyone – we are creating a new local government together. And only together we can develop and improve both the good things that have been in the local government and, more importantly, learn from the mistakes we have made. '

M. Mr Schwartz stressed that, in the newly established municipality, one of the most important works would be the involvement of the local community, so that every citizen can understand what he is doing and how he is spending money on the local government. In the near future, according to the good experience of Rezekne municipality, the counties OF THE Citizens' Advisory Council will also be formed in the parish of Viļānu, so that the administrative work for the population is even more transparent.
