In 2022, as part of the youth policy of the Ministry of Education and Science, the Agency for International Program of Youth implemented a new additional opportunity for representatives of the non-formal education sector. A programme of excellence for youth workers was implemented. This programme also took part in the Rēzekne municipality'S Dricānu youth worker Ingona Semule, whose work with young people is carried out IN THE parish of Dricānu and Shergana.

The programme's coat of arms was the field of youth work, giving the opportunity to supplement the necessary knowledge and skills so that they can provide support on a daily basis and know how to work with young people with reduced opportunities. The content of this year highlights three directions for working with groups of restricted opportunities: young people with psychotropic health problems, young people who are exposed to the risks of discrimination or violence, young people with cultural differences (ethnic minorities).

The training work of the youth workers' programme of excellence took place on a monthly basis. In total, 5 modules were organised, one of which was an exchange of experience to Finland, while 4 modules took place in Riga. In the course of an exchange of experience, training participants met the youth work support system in Finland, which is organised, structured, well-transparent and verifiable. As a result of training, each youth worker had to develop his own initiative for systematic work with young people with reduced opportunities in their workplace.
